Population

BiH is ageing and shrinking demographically. Although BiH’s birthrates are similar to those of the EU, the main driver of its population decline is a sustained and increasing rate of emigration.

While post-conflict BiH experienced educational and labor migration, the pattern changed in 2014, when emigration increased and has more recently shifted from single young adults to families.

Education

The purpose of mandatory public education is to ensure that all members of society have the skills needed to function as informed members of society and to support themselves as workers in the labor market. Education provides a common body of cultural and technical information to citizens.

Health Care

Recommendations

Temporary/special

  • Consolidate the registrations of all those currently without health insurance, whether through their employment, PES, CSW or pension funds into one comprehensive database for each Entity
  • Undertake a comprehensive review of the existing health care institutions, facilities and providers as well as regulatory bodies responsible for licensing, oversight and monitoring of professional standards

Medium-term

  • Create a Task Force to oversee the development of a medium-term plan for providing high quality public health care to all throughout the territory of BiH
  • Follow up the above with the same approach to create Task Forces to address the existing inequities in the provision of education and social protection services

Social Protection

The purpose of social insurance and social assistance is to ensure that members of society, who are not or no longer capable of supporting themselves for reasons of age, disability, unemployment, care responsibilities or other reasons, are able to continue to live with dignity in their community.

  • Adequate Funding and Staffing for Centers for Social Work and improved coordination with other relevant agencies
  • Ensure adequate funding for Equitable Non-Contributory Cash Transfers.
  • Remove bureaucratic barriers to access to social assistance

  • Equalize the system of benefit eligibility for veterans, war-related and non-war related disabilities to create a single system of disability classification and level of benefits

Labor Market

After family, community and school, the labor market is a major locus of social contact and integration. Participation in the work force is not only a source of income and social insurance, but of social interaction, peer respect and a sense of self-worth.

The BiH labor market participation rate in 2018 was 54.2% and has declined gradually for the past decade. It is now by a small margin, the lowest in the region.

Inequality

In most of the EU and other developed countries, a system of graduated income tax combined with a progressive social protection system serves to redistribute income from the higher to the lower income segments of the population, stabilizing the polity as well as the economy and ensuring relatively equitable access to social goods.
